The northern section of the former NJH S-4-A. NJH S-4-A was supposed to connect the northern portion of Atlantic City with Brigantine and Tuckerton. The Atlantic City to Brigantine section of S-4-A was built as NJ 87. A large chunk of the road was built in Tuckerton. This is present-day Great Bay Boulevard. However, the segment between Brigantine and the Ocean County line was never built. This segment was supposed to be built by Atlantic County, but would have likely been taken over by the state after construction. This is why Great Bay Boulevard is the lightly traveled road to nowhere it is today, as opposed to a major connector between Atlantic and Ocean Counties, and the only direct road connection between Atlantic and Ocean Counties.
This road is also called Seven Bridges Road, referencing the bridges needed to connect Brigantine to Tuckerton. Five of the bridges were built. However, the sixth bridge* between Ocean County and Atlantic County at Little Beach was never built. The seventh bridge between Little Beach and Brigantine was also never built.
*Another "sixth bridge" would be built to connect to the Rutgers Marine Field Station.

This is the end of the road. Little Beach in Atlantic County is across the water, and so is the ultimate target, Atlantic City. Two more bridges, and this would have been NJH S-4-A (maybe NJ 87 today).
And who knows. Maybe a spur to Long Beach Island could have been built. Maybe CR 561 Alternate would have been extended east/south to Little Beach to end at Seven Bridges / NJH S-4-A / NJ 87.
