After a large gap between I-80* and the New York border, a route switch from the US 220 to the US 15 corridor, and crossing from Pennsylvania into New York, I-99 reemerges to connect the PA border to Corning and I-86.
*US 15 could be deleted if I-99 is completed.
*I-99 doesn't officially juncion I-80 yet. I-99 technically ends at Mussier Lane, south of I-80, but de facto signage extends I-99.

Rochester is a control city because US 15 used to extend there. I'm surprised AASHTO or NYSDOT didn't petition to extend I-99 along I-390 when I-99 in Pennsylvania is complete.
