The JFK Expressway is a short expressway serving as a second entry and exit to JFK Airport. This is the newest expressway in New York City dating to 1991, but this expressway was also part of a planned southern extension of I-295 which was never completed.
...coincidentally, there is also a Kennedy Expressway in Chicago that connects to that city's largest airport. Don't mix the two up.
This expressway is completely unnumbered and is maintained by the Port Authority of New York and New Jersey.

This Welcome to New York sign is in place because for many travelers, JFK is the gateway to New York (the city and the state).
