NJ 138 serves as an eastern extension of I-195 to NJ 35. But why isn't this NJ 195, besides NJ rules on duplicate numbers? This was supposed to be the easternmost segment of NJ 38 until the NJ 38 freeway through Central Jersey got cancelled and turned into I-195. So that left NJ 138 behind.
