Yes. NJ 168 was NJ 42. In fact, all of the Black Horse Pike was NJ 42. Until NJDOT truncated NJ 42 to remove an overlap with US 322 (and later US 40). And then a large part of NJ 42 was moved onto the North-South Freeway, making the NJ 168 designation necessary.

I-295 NB is definitely an advisable route for Trenton. I-295 SB makes sense for the Delaware Memorial Bridge. But as for Walt Whitman? NJ 168 also has an interchange with the extended approach of the Walt Whitman Bridge, NJ 76C.
