This route mainly serves as a connector between the Garden State Parkway and I-80, fulfilling the missing GSP NB - I-80 WB and I-80 EB - GSP SB movements. But this route ends slightly before and after these targets. NJ 19 begins along CR 509 in Clifton and ends at CR 509 in Paterson, making this route also serve as a high-speed bypass of CR 509.
NJ 19 was planned for something greater. This was first supposed to be the Paterson spur of the Garden State Parkway, which would extend north from the GSP, follow NJ 19, and extend into Haledon to reach CR 504 in Wayne. Additionally, NJ 19 was supposed to link to NJ 20 and form the Paterson Peripheral highway. In fact, NJ 20 was the original designation of NJ 19. However, the Great Falls were in the way, and the Peripheral was never finished. The designation of NJ 19 was thus created because NJ 19 didn't connect to NJ 20, and the number was convenient and available.

Along CR 509 NB is the southernmost NJ 19 sign, indicating a junction with US 46 and NJ 19. NJ 19 in fact begins along CR 509.
