The Sam Jones Expressway was originally built as a high-speed (though not freeway) connector between Indianapolis International Airport, I-465 / I-74, and I-70 to Indianapolis. This made sense when the terminal was at the east side of the airport, where the Sam Jones Expressway connected to. In 2008, the terminal was moved to the west side of the airport, rendering the Sam Jones Expressway unusable as a direct airport connection. It's still important because the Sam Jones Expressway connects I-465/I-74 and I-70 to airport hotels and industrial areas.
